Implementation Syndrome: 
When the implementation of a project drags on and on, due to lack of discipline, will, or agreement. This is a common problem in business situation, when the relevant stakeholders are unable to  come to an agreement on how to get things done. This could lead to the failure of the project, increased costs, decreased quality of results and so on.
